About Bob

Dr. McCann is a native of Chicago, Illinois, and a Roman Catholic of Irish decent. He is the second of four sons born to Harry McCann Jr., a Steel Worker, and the late Catherine (Dwyer) McCann, a Homemaker. Dr. McCann attended Annunciata Catholic Grammar School, and graduated from George Washington High School in the Chicago Public School System. In 1975, Dr. McCann joined the United States Navy and served honorably in the Hospital Corps. Dr. McCann received an Honorable Discharge from the Navy in 1979 and attended college on an Illinois Veteran’s Scholarship and the G.I. Bill. Dr. McCann is married to Rosemarie McCann.

Dr. McCann has lived in Manatee County, District 5, for 18 years. Dr. McCann is a devoted public servant, Physician, Lawyer, Business Executive, Educator, and proud US Navy Veteran.

Dr. McCann is a parishioner of Our Lady of the Angels Catholic Church and a Fourth Degree member of the Knights of Columbus. He is also a member of the Republican National Lawyers Association and the Federalist Society.

Transparent and Accountable Leadership for Change

Dr. McCann pledges to uphold the highest standards of transparency and accountability in government to construct, approve, and implement a fiscally responsible budget to reduce Manatee's living expenses and taxes while improving its quality of life. The County must avoid taking on new debt. His tenure as County Commissioner will be defined by open communication, accessibility to constituents, and an open-door policy. For a new county commission, Dr McCann will inspire change while leading with purpose.

Community-Centered Governance

Dr. McCann has a proven record of putting people first and will ensure that our citizens' varied needs and concerns are not only “HEARD” but given top consideration during all shared decision-making processes, re-building trust in government.

Community Engagement

Encourage citizen participation, transparency, and open communication between the government and the community.

Economic Development

With a focus on growing local businesses and fiscal responsibility, Dr. McCann plans to implement efficient and responsible policies that stimulate appropriate, justifiable economic growth, address traffic controls, create job opportunities, and attract new investments to Manatee County. Developers must cover all costs associated with the construction of a new community. Upgrades will be covered by the County or the builders during the redevelopment process. Property taxes should only be used to maintain infrastructure and cover essential services and programs.

Conservational Stewardship

Dr. McCann will work to protect Florida’s natural beauty. His plans include deliberate, justifiable development practices and initiatives to address environmental concerns such as wetlands protection, agriculture, and water preservation, as well as processes to ensure a healthy and vibrant community for future generations ensuring public health and safety. Wetlands are important because they protect and improve water quality, provide fish and wildlife habitats, store floodwater and maintain surface water flow during dry periods. Natural water quality improvement, flood protection, shoreline erosion control, opportunities for recreation and aesthetic appreciation, and natural products for our use are provided at no cost. Wetlands recharge our drinking water supply, protect our property from flooding, filter pollutants from stormwater, and offer habitat for important species. Responsible use and protection of the natural environment concerns are especially pressing in District 5 due to the county's eastern region's rapid growth as well as environmental challenges.

What do county commissioners do?

The Board legislates policy to protect the health, welfare, safety, and quality of life of Manatee County residents. The Board of County Commissioners is comprised of seven members. Five members are elected from single-member districts, and two are elected county-wide. Each district commissioner must reside in the district for which he or she seeks election. County Commissioners have a number of responsibilities, including:
  • Perform legislative functions of government by developing policy for the management of Manatee County.
  • Disseminate information to the public through ordinances and resolutions.
  • Approve the County’s operating and capital budgets.
  • Approve the County’s Capital Improvement Program, which is a schedule of all County infrastructure projects.
  • Act on any programs to improve the County and the welfare of its residents.
  • Appoint the County Administrator, County Attorney, and numerous advisory and regulatory board members.
  • Serve as the Port Authority.
  • Serve on local, regional, and state boards.
